Sora 2 vs Veo 3.1: Our Verdict

OpenAI is winding its video model down. Google is still shipping. We tested both to decide which one you should actually build a workflow around today.

We recommend Google's Veo 3.1 for almost every creator and team choosing an AI video model today. Sora 2 remains a capable generator on a narrow set of shots, but OpenAI shut down the Sora consumer app on April 26, 2026 and has scheduled the Sora 2 API to stop accepting requests on September 24, 2026, a five-week runway from this verdict. Do not build on it.

These are the two flagship text-to-video models from the two largest AI labs, and until this spring they were the only serious choice for high-fidelity generative video. That is no longer the shape of the market.

OpenAI has retired the Sora consumer web and iOS app and put a fixed end date on the developer API. Google has done the opposite. It has widened Veo 3.1 into a three-tier lineup (Lite, Fast, Quality), pushed a free draft tier out to every Google account, and continued to publish new prices and endpoints on Vertex AI and the Gemini API. We tested both on the same shots, judged them round by round, and stated the concrete method used to decide each round.

Veo 3.1 won more of the photoreal pairs, particularly on skin, hair, and lighting continuity in close-ups, and on reflections in the aerial city shots. Sora 2 Pro produced more cinematically composed frames on several prompts and held its own on stylized content, but Veo 3.1's physical accuracy was the more consistent result across the run.

How we tested itWe generated the same set of prompts on each model at each service's top consumer resolution, Sora 2 Pro at 1080p through the API and Veo 3.1 Quality at 1080p through the Gemini API, covering photoreal humans, animals, cityscapes, and product shots, and had two reviewers score every pair blind for realism, motion, and artifact rate.

Synchronized Audio

Every Veo 3.1 variant, Lite, Fast, and Quality, returns synchronized native audio (speech, effects, and ambience) inside the same MP4 as the video, with no separate audio call. Sora 2 also generates synchronized audio with its video, but Veo 3.1's audio was more consistently in-sync and more usable on the ambient and effects prompts in our run.

How we tested itWe wrote ten prompts that specifically called for dialogue, sound effects, or ambience (a barista pulling a shot, a beach at sunset, a market scene, a child laughing) and scored whether each model produced audio in-sync with the video from a single prompt, with no separate audio call.

Sora 2 Pro returns 10, 15, or 25 seconds in a single generation, longer than any single Veo 3.1 call. Veo 3.1 caps a single clip at 4, 6, or 8 seconds at 24 FPS, and going longer means chaining generations through the Veo 3.1 Extend endpoint. For pure single-shot duration, Sora 2 wins this round.

How we tested itWe asked each tool for its maximum single-clip duration at its top tier, then tried to extend a shot with each service's own tools (Veo 3.1 Extend; Sora 2 Pro's longer duration options).

Veo 3.1 is reachable four different ways that all remain live: Google Flow (with a free daily credit allowance), the Google AI Pro subscription at $19.99/month, the Ultra tier, and the Gemini API / Vertex AI for developers. Sora 2's routes have narrowed sharply. The standalone Sora web and iOS app was discontinued on April 26, 2026, and consumer access now runs only through ChatGPT Plus and Pro or the developer API. Veo 3.1 is the more accessible product today.

How we tested itWe listed every current, official route to each model from a paying customer's perspective (consumer app, subscription bundle, developer API) and noted which routes were live on the date of this verdict.

This is the round that decides the recommendation. OpenAI's own API deprecations page lists the Videos API and the Sora 2 video generation models as scheduled to stop accepting requests on September 24, 2026, roughly five weeks after this verdict is published. Google's Gemini API is actively publishing Veo 3.1 pricing, new variants (Lite, Fast, Quality), and new endpoints (Extend, 4K upscale) into mid-2026. Building a workflow on Sora 2 today means planning a migration inside the same quarter.

How we tested itWe checked each provider's official deprecation and pricing pages on the date of this verdict and recorded any published sunset date for the model itself.

Round toVeo 3.1

On the Gemini API, Veo 3.1 ranges from $0.05/sec for Lite at 720p, through $0.10/sec for Fast at 720p, to $0.40/sec for Standard at 720p or 1080p. On the OpenAI API, Sora 2 is $0.10/sec at 720p and Sora 2 Pro is $0.30/sec at 720p, $0.50/sec at 1024p, and $0.70/sec at 1080p, meaning a 20-second Sora 2 Pro 1080p clip runs $14.00 before retries. For draft and mid-tier work, Veo 3.1 is materially cheaper. At the top of each tier the two are closer, but Veo 3.1 still comes out ahead on 1080p per-second.

How we tested itWe priced a 10-second 1080p clip and a 25-second 1080p clip on each service's official developer API at standard (non-batch) rates, using each provider's published per-second table.

Where the verdict turned

On raw quality, this is a closer contest than the final tally suggests. Both Veo 3 and Sora 2 produce highly photorealistic video , and each has shots where it clearly wins. Sora 2 Pro still has the longer single clip: Sora 2 Pro supports 10s, 15s, or 25s per generation, against Veo 3.1’s shorter single call. If the only question were “which model produces the better single 20-second shot right now,” a working creator could reasonably run both.

That is not the only question. The decisive round in this comparison is availability. OpenAI’s Help Center says Sora web and mobile were discontinued on April 26, 2026, and that API access is scheduled to end on September 24, 2026. That leaves roughly five weeks from the date of this verdict before the Sora 2 endpoints stop accepting new requests. Don’t build new integrations on Sora without an exit plan.

Veo 3.1 is on the opposite trajectory. As of July 2026, Google Flow offers 50 free credits per day to non-subscribers, while the current developer route is Veo 3.1 on the paid Gemini API.

The current API lineup is Veo 2 (legacy, API-only), Veo 3.1 Lite (cheapest), Veo 3.1 Fast (balanced), and Veo 3.1 (Quality / flagship). Consumer apps like Gemini and Flow use the Veo 3.1 family and spend Flow credits per generation. Google is still shipping. OpenAI is winding down.

The pricing picture

The two providers use different price shapes, and the comparison changes depending on what you are generating.

On the OpenAI side, the current developer table is straightforward. Sora 2 Standard: $0.10/sec (720p) on the Standard tier or $0.05/sec on Batch. Sora 2 Pro: $0.30/sec (720p), $0.50/sec (1024p), $0.70/sec (1080p) on Standard, or roughly half on Batch ($0.15/$0.25/$0.35). In practical terms, at official standard pricing, a 20-second sora-2 720p video is $2.00. A 20-second sora-2-pro 720p video is $6.00, and a 20-second sora-2-pro 1080p video is $14.00.

On the Google side, the entry price is lower and the middle tier is competitive. Developers pay per successful output second through the Gemini API: from $0.05 per second for Veo 3.1 Lite at 720p, $0.10 per second for Fast at 720p, or $0.40 per second for Standard at 720p or 1080p. Google’s own API documentation confirms the top-tier headline number: Our next-generation video generation and editing model, available to developers on the paid tier of the Gemini API. Billing is based on total output token consumption, calculated at a rate of 5,792 tokens per second of 720p video. Under Standard pricing, this equates to an effective price of approximately $0.10 per second.

For creators who prefer a subscription bundle over pay-per-second, Google now covers most of the market. Google AI Pro ($19.99/mo) includes 1,000 Flow credits each month, enough for ~100 Veo 3.1 Lite, ~50 Veo 3.1 Fast, or ~10 Veo 3.1 Quality videos. There is no equivalent bundled route on the Sora side anymore.

What Sora 2 still does well

None of this means Sora 2 is a bad model. It’s a very good model with a fixed expiration date. Sora 2 generates videos up to 20 seconds long at 1080p resolution, with motion quality that rivals professional footage.

Sora 2 generates video and audio together in perfect sync. Unlike previous models that required separate audio post-processing, Sora 2 understands the relationship between visual content and sound. The launch also introduced two features that Veo doesn’t have in the same form: One of the features getting a lot of attention is “cameos.” This lets you pop yourself or your friends into AI-generated scenes, which really starts to blur the line between what’s real and what’s created.

If a project can be finished before late September, a one-off ad, a music video, a set of social clips, Sora 2 Pro is still a reasonable pick for the specific shots it handles best, particularly longer single takes and cameo-driven scenes.

Who should buy which

Choose Veo 3.1 if you need a model that will still exist in October. Choose it if you want the cheapest draft path (Lite at five cents a second), a widely-available subscription bundle (Google AI Pro at $19.99/month), a free way to try the tool (Flow’s 50 daily credits), or the option to move between a consumer app, a bundled plan, and a production API without changing vendors. Choose it if you need synchronized native audio out of every tier, or if your workflow needs 4K. Veo 3.1 outputs 720p and 1080p at the standard rate; 4k is supported on Vertex AI / Gemini API at a premium ($0.30-$0.60/sec depending on tier and audio).

Choose Sora 2 only for bounded, short-lived work you can finish before the API sunset, and only if you specifically need its longer single-clip duration or the cameo feature. Do not build a product on top of it. Software engineering teams must prepare active migration paths now to ensure uninterrupted service when the September sunset date arrives.

Our recommendation is Veo 3.1. It wins on quality more often than not, it wins on price at the tiers most creators actually use, it wins on access, and, most importantly, it’ll still be there next quarter.
